Accurate forecasting of infectious disease outbreaks is essential for effective public health planning, yet epidemic data often exhibit strong nonlinearity and non-stationarity. This work proposes EWNet, an ensemble wavelet neural network that integrates MODWT with autoregressive neural networks to capture seasonal patterns and complex dynamics. The framework is supported by a theoretical analysis of stability and asymptotic behavior.
